OCR role in Hipaa violations
Can the office of Civil rights investigate psycologist for hipaa violations? or are they immune and can release your information with out your consent.

HIPAA violations are white collar crimes usually involving fraud. The violations are investigated by Attorney General of U.S. or State.
Identifying information of a personal nature may be allowed under contract between HIPAA and recipient of funds and between recipient of funds and patient. Statistical information is required by government funding agency for oversight and future references.
Any civil rights violatiosn would be pursued separate from HIPAA, or after HIPAA investigates.
