A person I know got stopped by a police officer when walking across the street because the officer said he was looking at him the wrong way is this right?

No, it is not right. Unfortunately, there is probably nothing that can be done. You might tell this person they should make a complaint to the chief of police. Best Regards, Edward DiCato
