Stay
A declartory judgement suit was filed by a proscutor then the same filed a CR suit claiming tampering with evidence. The judge heard the second suit before the first.
Does not the first suit put a stay on all suits relating to the same person or persons? Did the judge error?

You don't say what the decaratory judgment action was about but, generally speaking, such an action would not stay any other actions, either civil or criminal.
