Is it illegal for someone to photograph me without my permission?
my neighbor has been harassing me, and she decided to start following me when i leave my building, and snapping photos of me the whole time. is it illegal for he to follow me around taking photos with my permission?

It is generally legal to photograph people in public, and no permission is required. There are some restrictions on how the photos can be used, but if they are for the neighbor's own collection there won't be a use issue.
From a legal standpoint, the problem isn't that you're being photographed; it's that you're being harassed. You may be able to get a restraining order requiring your neighbor to stay away from you and stop his other harassing conduct, including the photography. You should consult a local attorney to find out how to proceed.
