what is the process for breaking gridlock on a senate vote involving the tax extenders bill and what can the president do can he step in and break it ,again what is the legal process in this matter

Such gridlock can only be resolved by the senators themselves, following the senate's rules of procedure. The president has no authority over internal senate business. The vice president likewise has no such authority, except that he can cast the deciding vote in the event of a tie. He also presides over proceedings on the senate floor, but that role does not give him any authority over pending legislation.
