Public Access to Computers in Schools Receiving Public Funds
I am looking for the federal or state law (believe it to be federal) that specifies that all computers purchased with public treasury funds shall be "open lab" for the general public to use, in public libraries, colleges and universities. Also for any restrictions on their use.

there is no such federal law and it would be highly unlikely any state would pass such a law.
