Is it unconstitutional for a U.S. public school to make it manditory for children who are not U.S. citizens to march in a Veteran's Day Parade and wave the U.S. Flag?

I would say so. By doing what you describe, the school is compelling students to publicly make a patriotic statement which the First Amendment says they are free not to make. I can see how reasonable people might disagree with me on this one, but I personally don't think it's even a close question.
