Legal Question in Construction Law in Ohio
We hired a contractor and he breached the contract. He held $20 grand of the money he had not used and then spent it. Is this criminal? Is this fraud? Is it possible to get my money back?

Yes, definitely. Contact the local Police and then the County Prosecutor. File a formal complaint..
