mechanic's lien
Is there a specific form to be used to notify the lien holder (mechanic's lien) that he must commence suit within 60 days? Is the 60 day notice the best/only way for the owner to get rid of the lien other than 1) paying an unjustified bill or 2) commencing suit himself?

No particular form is required, however, there are certain service requirements that are set forth in the Ohio Revised Code section 1311.11. If you have not already, you should familiarize yourself with this section. The notice to commence suit is the recommended and quickest way (if suit is not actually commenced within sixty days) to get rid of the lien.
