can a cable company refuse service? My wife had service 4 years ago and were now divorced, yet she ows a bill to cable and they won't give me service because it's the same address

In Ohio, when a couple is divorced the court will divide up all the assets and liabilities of the marriage. The Court order should have covered who had to pay for that particular bill, either specifically "wife shall pay cable bill for x period of time" or generally "wife shall pay all bills in her name..."
If your ex wife is disregarding her obligation under the divorce decree to pay that bill, then you can bring a contempt of court action against her.
The two other solutions would be to sign up with another cable company, or to pay the old bill yourself if it is not too expensive.
