dog breeder not providing promised akc papers

we purchased a puppy on 11/29/04 in stow, ohio.(we were visiting from the nj area). the breeder(wishbonekennels) claimed it was a purebred shiba inu pup and promised to send his akc papers after she had registered the litter.(about 30 days) he certainly appears to be purebred, however we paid top dollar($1250) for him because of his alleged bloodlines and planned on showing and breeding him..which we can no longer do w/o papers. i located this pup on a website, (puppyfind.com.) of which she is still listing pups on. she now however will not return our emails or phonecalls. she was also in the process of moving at the time. i now feel that i need to start legal proceedings to either obtain the papers or be returned my money. i do have written proof of her intention and of the purchase and even the original vet that had seen the pup for the first time. where do i start and what can i expect to gain? thank you! m. meadows

$1200 is not a lot of money and would not support very much of a suit. Fortunately, you have two "friends in court." The first is the United States Postal Service. If any part of the transaction took place through the mail, contact your local postal investigator. You can find the name in the blue pages of your directory. If any part of the transaction took place in New Jersey or involved a contract that might be construed to have taken place in New Jersey, it may fall under the New Jersey Consumer Fraud Act. That Act provides very broad consumer protection and also provides for the mandatory award of triple damages plus attorney fees.
