E-bay purchase gone bad
Recently I purchase a computer program on E-bay for $269 and the merchant never shipped the program. He gave me no notice of this fact for over 30 days. I requested a refund and he says that he is not responsible for a refund because the item was lost in the mail. He offered no tracking number or any other information on the shipment after numerous request for the info. I am in Ohio and the Merchant is in Calif. What can I do to not get ripped off?

Ebay has their own program for you to notify. Also, your credit card company should protect you.
