Is it legal for a business to charge for a repair that is covered 100% under warranty?

In Ohio, if the business provided you with the warranty, then they cannot charge you for it. However, sometimes the warranty is provided by a third party and then you or the business would have to submit a bill to the entity issuing the warranty.
