public utility maintenance responsibility

We recently had to pay a substancial amount of money to clear a blockage in the sewer pipe that runs from our home to the main line in the street. The pipe was broken and blocked by a ''root ball'' in a section of pipe that is not on our property. We do not have access to the area the damaged pipe is in. The root ball is not from our tree. The county says the maintanance of the line from our house is our responsibility. How can we be responsible for maintaining a pipe we don't have access to? How can we negotiate (or sue) the utility company to recoup the money we paid to clear the pipe?

You are responsible for the sewer pipes that run from the street to the back of your property line. If the root was on another's property maybe you can go after them. Also, I would check with your homeowners policy.
