11 year old tuition bill

This past winter I requested a copy of my transcript and was told I still owed 650.00, from 1990! So no transcripts would be mailed. I spoke with the Dean and she told me not to worry about she would take care of it and get my transcripts to me. This week I got a bill from a collections agency on behalf of the college. I even took a class at the same college a few years after I supposedly owed this money. I have recieved regular mailings from the school in the form of semester class offerings, etc. but never a bill. Am I liable for this 11 year old claim they have?

On a written contract there is a 21 year statute of limitations. However, under consumer protection laws you can ask specifically what the bill is for to determine exactly how much is owed. Further you can try to neotiate a reduced amount.
