In Ohio, no one can garnish your wages until you have a judgment against you from an Ohio Court or a court from another state whose order has been adopted by an Ohio Court.
However, having a tax lien is not a protection against garnishments. While it is true that you can only have your wages garnished by one creditor at a time, the others will patiently wait their turns to get at your wages.
You may want to think about talking with a bankruptcy attorney to get what you owe cut down to size.
