I have two bad checks that to a grocery store for the total amount of $120.00. Can the debt collection ageny file criminal charges even if i have explaine that i would pay the checks in two split payments. they said they would charge me with a felony.

They have the right to file criminal police reports on them. The discretion to charge lies with the prosecutor.
