The creditor would first have to file a complaint against you in a court of law and eventually a judgment against you for the amount of the debt. Once the creditor obtained a judgment, they could choose to execute the judgment on a piece of your personal property, including a car. A creditor cannot garnish your SSI that resides in a bank account, but can execute against personal property.
