Employment Retirement Income Security Act

I would like to know if a common pleas court can order a garnishment on a person who is retired and can a person be made to pay for goods that they dont have I had a judgement against me for a driveway and some doors the driveway is cracked and messed up and the doors I dont have which cost 1500.00 with no proof of purchase the judge did not order the contractor to give me the doors or have no proof of purchase I have an appeal in but it havent been heard yet but I am doing it on my own

First of all social security and many other pensions are exempt from attachment. Secondly, in order to stop any colection effort you need to pose a "supersedeas bond" with the Court.
