Legal Question in Credit and Debt Law in Ohio

Hi. My fiance is currently in a debt management program with Consumer Credit Counseling. The representative from the company he is dealing with had sent letters to all his creditors with a proposal. He has a hospital bill for an eye surgery that is $280. The medical agency said they will not accept payment at all, they want it all in full today. The guy told my fiance if he sends in anything other than the full amount, he will shred it. Can he legally do this? The lady at CCCS said any judge in the world would tell that guy he has to accept money as long as we're trying to make some sort of payment but when my fiance told him that, he laughed at him and said, ''I don't know what world you live in'' He's from a medical collection agency, I thought as long as we attempted to make some sort of payment they had to accept it?

Nothing in the law requires a creditor to accept a partial payment at any time. He is within his rights to only demand full payment.
