Legal Question in Credit and Debt Law in Ohio

Someone owed me about 8K and does'nt want to pay. The loan is almost 10 years now, and the person who owed me has seems has no intention of paying me, after I asked her several times. I also send her a demand letter, but she ignores me. I am planning to file a suit. She is now in Nevada and I am in OHio. Will this be under small time claims court or just normal civil court? shall i file a civil case in Ohio or in Nevada? pls help
