Showing Insolvency On Estate of Deceased Parent

How do I get rid of a collections agency that is seeking payment on an outstanding credit card debt my deceased mother had? She had no assets and her only income was SSA and a small pension that was used to cover her care in a state-run nursing home through a managed care provider. Credit card payments were stopped when she entered the nursing home and written notification was made concerning why. The collector is saying I need to show ''Insolvency'' as proof of no assets. How is this done and how much legal cost is involved?

You must file a Release from Administration with the Cuyahoga County Probate Court, and the papers must reflect all of her assets and debts at death. The filing fee is around $ 200.00.
