Signed over car title but buyer's check bounced!
Even worse, the check was from an account that is no longer in existence.
Yes I know signing over the title before securing the funds was an absolutely foolish judgment. However, it happened and that's in the past.
What possible recourses does one have in this situation? Especially to keep the car from being re-sold.

You probably cannot keep the car from being resold. Heck, it probably has been resold by now. What you can do is either sue for the amount of the damages, three times the amount of the check (in California if you follow the rules), or sue for the car back, which is probably the most difficult option.

First, report the person to the police.
