can an 18 year old legally date a 15 or 16 year old?

Legally date? Sure.
Ask for sex? Yes, for the 16-year old and No for the 15-year old. The differences in ages between 18 and 15 could result in the crime of importuning even though the other person consented or did not mind the request.
