Alleged Employee Theft

I work in a restaurant where there are 5 different people with access to the cash register. Money and tickets were taken. Owners say that the theft occured only on the days when ''a'' certain person was working. Would this alone be considered evidence for prosecution if person denies allegations. Could this be a set up of the employee?

Since there are so many people with access to the cash drawer, it would be difficult to prove beyond a reasonable doubt which one of the employees took the cash. The Employer better do his homework to limit his suspects.
