Legal Question in Criminal Law in Ohio

Cited for underage consumption
What do I do here. There was a noise complained called on the party not us it was at me and 2 friends were in this car outside in the parking lot (parked) of the apt complex. We did not have anything with us. We had the a/c on and the music on low. The cop tested all of us, just walked up to the car and said it smelled like we were drinking. Can he do this? Do i ask for deferred judgement or prosecution? Whats the difference? Or a diversion program? This is my first offence for this kind of thing, but i do have a driving record that isnt so nice. We were not arrested just cited. Were we behaving ourselves the entire time. He said he was doing us a favor by not arresting us and is sending us to mayors court, also that we were very cooperative. He said it would probably be a fine and classes. I dont believe him.
I dont know what to do at this point and time?
Should I get a lawyer? Public defender? How would I do this?

The first question I have is were you drinking and are you all over the age of 21??
