Under what circumstances may conversations be monitored, physically or electonically?

In Ohio, if the conversation is on the telephone, one of the two parties must know it's going on.
Keep in mind that there is no legal requirement if the conversation is heard without any electronics. Meaning: if two people are talking in broad daylight about robbing a bank and they're overheard, that is ok.
