Legal Question in Criminal Law in Ohio

what can you do when a public defender tells a person they made a offer and then when you get to court he tells the person there was no offer this is what he assumes he will get. this public defender has not done anything for this person in the 4 monthes . he only talked to this person once.this person has already plead guilty because this public defender talked him into it this a 19yr. old who has amental problems this public defender hasn''t called his cousnsler or done much of anything please help
