Prisoner has surpassed fast & speedy trial - held from 8/30/06 to present (6/14/07); was on parol when arrested in Cncinnati Ohio. refuses to waive rights to fast & speedy trial- Is fast & speedy trial law being abused/violated?

No way to tell without a detailed file review. There are times during a case when the time (90 days when 'in' and 270 days when 'out') is stopped (or Tolled) upon the filing of various motions or other events that may occur. This extends the time for speedy trial.
