Legal Question in Criminal Law in Ohio

Can a felony charge be dropped against a person if the charge is the state vs the person? If the original making the complaint says they want to drop them?

The charge can be dropped if the prosecutor decides that is what should happen. However, the person who made the initial complaint is merely a witness, and he or she does not have the right to force the prosecutor to dismiss the charge.
