fugitive laws
are you considered to be a fugitive if you run and have not yet been indicted?

It's not fleeing per se, but there will be a warrant for your arrest regardless, if and when you are indicted. And yes, they will be actively looking for you.

Not until they do indict you. As soon as they do and you don't respond, a warrant will issue and you will be a wanted man.
