Is it illegal for a auto shop to hold my car when I didn't authorize any work done to it?

In Ohio, the Consumer Sales Practices Act has all sorts of protections for consumers who get their goods (in this case your car) repaired. The Act requires that many things (such as the deal between the supplier of the repair services and the consumer) be in writing.
