An inmate is legally permitted to file his own appeal. Any other person who files an appeal on behalf of the inmate must be a licensed attorney.
While the law permits the inmate to file his own appeal, inmates rarely have the skills necessary to do a good job with the appeal. That is why they hire lawyers.
