Internet Privacy Rights

I have seen restaurants publicly post checks (identity) of those who pass bad checks. Can the same be done on the Internet or are their additional privacy laws governing the use of such information.

Someone bought a product from my website then reversed the charges several months later. Can I legally post this person's Name and Address (not credit card info) on my website and label them as a scam, or is this prohibited? The privacy policy in effect on the site only states that:

''Any and all correspondence (including pictures) sent to __________ becomes the property of __________ and may be re-created, used, and disseminated in any manner chosen.''
