Is it legal to make death / bodily harm threats for a year towards someone?

I was wondering if anything can be done about a person who has made death threats and bodily harm threats to people for about a year against my brother. My brother has not been around here so we (his family) have ignored them thinking he would stop making them. But, my brother is about to return home and this man knows it. This man is going places on a daily basis looking for my brother and is still telling people how he is going to kill him. I guess I am a little worried because this man is capable of following through with his threats ~ and well after Nicole Simpson and her boyfriend were killed I thought these types of threats were to be taken more seriously. But, the local police department (not in my county) refuses to take statements of such threats. So what do we do? Is there a law we can bring up to the local law enforcement agency which will make them take these threats seriously? Or can we file civil action against this man for mental stress? And unfortunately I have to ask this.... If this man would see my brother and kill or badly hurt him what legal actions could we take against the local law enforcement for not taking these threats seriously? Thank you for your response!

Yes, you can file a civil lawsuit against him, and get a protective order.
