Liability for someone's death
If a person is having a severe asthma attack in the presence of another person and the observing person does not take action and the suffering person dies, can the observing person be held liable?

Not in most circumstances. There may be a few exceptions for civil liability say for example if the asthma victim was a patient in a medical facility or nursing home and the bystander had some duty of care.
