The code sections that you refer to deal with a number of issues. I really need more information before I can give you a meaningful answer to your question. Basically, 955.22 is designed to protect the public from dogs and 959.13 is designed to protect the animals! What do the code sections mean? They mean what they say-and what they really say is subject to interpretation by the courts.
