Can a person file crininal charges without the using the prosecutor
the county prosecutor refused to bring criminal charges against two police office who went to the death site of my son a stole the memorial and mementos how do I go about getting them prosecuted for their crimes. The prosecutor called their action an honest mistake

It would seem to me that the goal is to get the belongings back. If they are back then accept the appology and be done with it. If the items are not returned then file a complaint in small claims or file a "probable cause" motion with the clerk of Courts to initiate the charges on your own.
