Police gave evidence away before court!!

This is a case regarding a investigation in theft from a business. Some parts in question were an engine and transmission in a car. The police siezed the vehicle with a warrant and removed the engine and transmission from the car as evidence. Before any court date or any word from the police the accuser has the engine in his possession and is selling it on the internet. I know this is illegal but to what extent can this be procecuted? Basically the accused was bullied by police to give up the car with a warrant. Not to mention embarrassed. Now come to find out they are just giving away evidence that was taken from the vehicle before even a single charge was filed!!! What is the furthest extent of who can be held accountable for these illegal actions? What kind of possibilities is the accused looking at here?
