if someone was a registered sex offenfer but no longer is can you still post thier old sex offender mugshot online to warn people

As long as it is true and a matter of public record, publishing it would not likely subject you to an action for defamation (libel or slander). One thing to be mindful of though is the age and identity of the victim. While you may know the identity of the victim, it may not be public record and therefore subject to different scrutiny under defamation laws.
