I'd like to tape record a fellow employee that has demonstrated harrassing phone calls to me at my home and has expressed the same behavior at work towards me. Is that permitted?

Yes. In Ohio it is legal to tape record another as long as ONE party to the conversation knows that taping is going on. (you).
