Time Served?
Friend in jail for misdemeanor OMVI,serving 6 mos.,is being held in felony cell due to warrant from another county. Does this time count as time served in the county with the felony warrant due to the inmate being held in a felony cell?

Are you asking does this time count in terms of the ultimate sentence, or in terms of speedy trial? The speedy trial question is easy: no, it does not count toward the speedy trial on the felony until he is "available" for trial on that offense --- that is, until after he has served the sentence.
There are, however, things he can do to get an advantage. He should hire an attorney to be proactive about the felony offense, now, and try to get it resolved so that the time for each would run concurrently.
