violation of parol
my brother have a arrest warrant in philadelphia but hee is living in ohio. what is the process?

The authorities in Philadelphia can ask the Ohio Courts to issue an order for him to be taken back to Philadelphia to deal with the parol violation. If Philadelphia is not willing to ask for him to be returned or is not willing to arrange for him to be taken back, then the Ohio Court will eventually let him go.
