Voluntarily making restitution for theft
Is there a way to pay back some money that was stolen without admitting guilt and being subject to prosecution (money stolen in 1995)?

There is nothing stopping you from sending the money annonymously to the alleged victim. If you have not been caught yet, why turn in the money now.
