I was arrested, ask to do a urine test i couldn't give him enough urine , so he said i refused the test. Can i still lose my driveing previlges.

I think you probably have a good argument that you did not refuse the test but tried to comply as best as possible. There could be other reasons for your drivers license to be suspended, but I would definitely argue your inability to give a sufficient urine sample should not be one.
