Legal Question in DUI Law in Ohio

Reciprocity between Ohio & PA for DUI charges

My son received a DUI charge after blowing a .08 on a hand held in Ohio. He then later refused to take other tests. They took his PA license pending his court date. Are the reciprocity agreements between PA and Ohio if convicted?
