change court-appointed adult guardian
Is there a way to fire the court-appoinged guardian and replace with caretaker? It is in the best interest of the individual. Lawyer not responsive; has not been paying bills on time.

This is difficult. It depends on how much evidence there is to support vacating the guardianship and what or who would replace that. This doesn't mean that you shouldn't try, especially if the ward is not being adequately helped.
