Condominium association denying extra keys to entrance of building

My mother has dementia and lives in a condominium. The condo association has decided that only 2 keys to the outside door would be allowed per owner for security reasons. My mother has home health aids come in daily, but does not need 24 hour care. There is a doorman part time. However, at night, the doorman is gone and there is no way to get into the building unless one has a key. My mother has aids that come after the doorman leaves. Hence, they will be unable to get to her. (There is no buzzer.) I see this as a violation of her rights. She is disabled and in need of help and the condo board is locking her help out. These help are insured, bonded and fingerprinted. Do they have a responsibility to give my mother more keys so that she can remain in her own home?

I suggest writing to the condo association about this matter and getting a response in writing. Also, have you considered relocating her to assisted living that also has skilled caregiving on the premises?
