Speaking collectively for elder law attorneys, we are seeing more and more of this with the graying of America, and I would guess the trend will continue.
At the outset, the options are to make a report to your county adult protective services department, which is a sub-section of the Ohio Department of Jobs and Family Services. They will have a social worker investigate, and take further steps if warranted. Those steps might involve referring the case to the Probate Court for possible Guardianship proceedings, or to the police / prosecutor if there has been clear theft.
If you want to be more directly involved, you could get an attorney and file an Application to become Mother's guardian. If a guardian is appointed, the guardian can then take legal action against anyone who has converted or concealed assets.
