Retired teachers have a life insurance death benefit--name removed--Will this death benefit count toward the spend down for medicade--name removed--Will the state recapture the benefit when she dies?

No, this is a payout to a designated beneficiary. It is not intended for the holder of the policy, nor could it ever go to that person.
